Answer: Yes indeed, sadly, according to the out-of-print "1980 Almanack of Television History", the original Bob Barker, host of the Price is Right, died on April 22, 1974, while riding a motorcycle in Santa Monica, California. Henry K. Rolan, an unemployed screenwriter, was selected as his replacement. I have heard, but am not sure if I believe it, that Rolan underwent extensive cosmetic surgery to play the part. Strange world, isn't it?

No, Bill Cullen was not ever, to our knowledge, named Bob Barker.

From what I've heard, the agreement to appear in Happy Gilmour was due in large part to Barker's overwhelming gambling debts. Although I haven't been able to confirm this with anyone other than the person who tipped me off to it. (That person is a personal friend of Mr. Barker, but you don't want to go around making claims like that without verification from multiple sources.)
To piggy-back on minstrel's point, the 1974 accident was, in fact caused by a pair of mating dogs that had "stuck together during the act."
Sheriffs department investigators at the scene of the accident stated that Mr. Barker's motorcycle had just exited the Santa Monica Tunnel at a high rate of speed when the pair of canines, attempting to "un-couple" ran into traffic. Barker locked his brakes, and slid into the center divider. He was killed instantely.
Ok so now we have made up our own conspiracies over this. What does the fact really mean.

I cannot verify this information, though apparently Wikipedia states that someone other than Bob Barker hosted 3 episodes of "The Price is Right" in Dec. 1974. I know ... Wikipedia...
