    Our team found that Hollywood (being in the northern hemisphere) has a team of Emperor penguins which are routinely shipped north of the Arctic circle. Scenes which employ the animals often take place in arctic icescapes, which reduces budget costs, among other things. If you look carefully, you will notice that the same penguins appear in the majority of penguin films. These penguins contribute to the statistic.

    This movie prop recycling technique is used with many other articles, such as palm trees, rice paddies, and Sherman tanks.

    Arctic is a term which refers to both the surface of the earth within the Arctic Circle and the surface of the earth within the Antarctic Circle. Much as "temperate" refers to all the surface between either tropic delineator and it's corresponding arctic delineator.

    I believe that the spirit of the factoid was that they were the most photographed animal in the artic. While udoboy does bring up the point that the great majority of emperor penguins do indeed live in the artic.
