I've not got a great deal to ask about this, other than what countries does it refer to?
I wouldn't be at all surprised if one of them is Djibuti. When I was passing through there a few years ago, I was shocked to discover that they apparently have no monetary system. However, they would accept just about anything as payment, such as the currency of neighboring countries or any interesting or useful items that I had on me for barter. In one case, I paid for a fabulous "steak" (water buffalo) dinner with a pair of extra shoelaces that I was carrying with me. So, the goverment may have deemed some items as "official" for international trading purposes, but I don't know if sugar is one of them in Djibuti.
The three countries are Burkina Faso, Guernsey, and Niue. Although, Djibuti might as well be on that list. I know exactly what you're talking about Taed. On my last venture in that region, I was able to use a bottle of Advil to hire an interpreter for the day. But technically speaking, they've just got one official currency, the Djiboutian franc (DJF).
