On my Google homepage there was a fact that stated "due to security clearence, the President is not allowed to handle paper currency". So does he use a debit/credit card, or does someone else always pay for him?

The Secret Service Agent who handles the President's Cash is the second-in-charge of his security detail. It's typically not only one of the most prestigious assignments in the Secret Service, but one of the cushiest.

Yes, but only while he is in office. This law was passed because of President Chester Arthur was accused of being involved in a counterfeiting operation. Thus, he was not allowed to handle, accept, or give currency, lest he become impeached. Upon further research after his death, it was found he was innocent and records of this false trial were stored deep in the United States records, not to be rediscovered by a fact checker until 118 years later. The law was lost in the bureaucracy that is the United States Government and was never repealed. This law is largely unenforced today, and is still unknown to the general public.
